壹、報考資格
I. Qualifications
 
一、外國學生
係指不具國籍法第二條（＊註）所稱中華民國國籍，且未具僑生身分之外國籍學生。
但原具中華民國國籍，自內政部許可喪失國籍之日起未滿八年者，不得申請入學。
不含港澳生。
1.International students
An international student shall be confined to as an individual whose nationality is not from the Republic of China, as described in Article 2, of the Nationality Act and also without overseas Chinese student status. Individuals with Republic of China nationality, having ceased to hold the nationality, are not qualified to apply for admission to a senior high school or college/university, if the period of the renunciation, of the nationality, is less than 8 years since the date on which a revocation was issued from the Ministry of the Interior.? Students from Hong Kong or Macau are not considered to be international students.
二、除上述之報考資格外，考生須符合教育部採認之高中、專科、大學或獨立學院畢業。

申請大學部者需具國外高中畢業學歷、申請碩士班者需具大學畢業學歷或具有與我國 學制相當之同等學力資格者。
2.In addition to the above admission requirements, applicants must have graduated from high school, vocational school, university, or independent college that is approved by the ROC Ministry of Education (for further information, please visit the Ministry’s Bureau of International Cultural and Educational Relations at http://www.edu.tw/EDU_WEB/Web/BICER/).? Applicants for undergraduate programs should have a high school degree from a foreign school and applicants for graduate programs should have a bachelor’s degree; otherwise, they should have the academic qualifications that are equivalent to those in the ROC educational system.

＊註：國籍法第二條：
有下列各款情形之一者，屬中華民國國籍：
一、出生時父或母為中華民國國民。
二、出生於父或母死亡後，其父或母死亡時為中華民國國民。
三、出生於中華民國領域內，父母均無可考，或均無國籍者。
四、歸化者。 前項第一款及第二款之規定，於本法修正公布時之未成年人，亦適用之。
*Notes：
According to the Article 2 of Nationality Act:
A person who meets one of the following requirements acquires the ?nationality of the Republic of China:
1. A person whose father or mother is, at the time of his (her) birth, a citizen of the Republic of China.
2. A person born after the death of his (her) father or mother who was, at the time of his (her) death, a citizen of the Republic of China.
3. A person born in the territory of the Republic of China and whose parents are both unknown or are stateless.
4. A naturalized person.
The provisions specified in sub-paragraphs (1) and (2) of the preceding Paragraph shall apply to minor children on the date of the promulgation of the amendment of this Law.

通信報名者，以郵戳為憑，逾期不受理。
Application dates: February 1st (Friday) ~ May 31st (Saturday) 2008.

V. Application process
 
一、
請將報名所需各項表件依下列順序整理齊全(請用迴紋針固定)
i.
Arrange the application materials in the following order and clip them together with a fastener:
1.
入學申請表，並附貼最近三個月內二吋半身照片(本簡章第29~30頁申請表格)。
 
1.
Application form, with an attached 2-inch passport-style photo taken within the latest three months. (See PP.29~30 of the Admission Guide)
2.
經我國駐外使領館、代表處、辦事處或其他經外交部授權機構(以下簡稱駐外館處)驗證之外國學校最高學歷證明文件及成績單(中、英文以外之語言，應附中文或英文譯本)。
 
2.
Applicant’s highest degree certificate and transcripts of that program, which should be verified by the local ROC’s consulate, embassy or offices authorized by ROC’s Ministry of Foreign Affairs (all henceforth referred as the embassy). Certification and documents in languages other than Chinese and English shall be accompanied by a translation copy in each of these two languages.
3.
中文或英文留學計畫書(如本簡章第 31~32 頁)。

經駐外館處驗證具備足夠在臺就學之財力證明書。

報名費新台幣1000元或美金50元，如由外國銀行電匯入本校帳戶，請檢附銀行電匯收據影本(申請核准與否報名費概不退還)。

NT$1000 or US$50.00 for the application fee. We do not accept US checks. If wired to SHIH CHIEN UNIVERSITY’s account through a foreign bank, please attach a photocopy of the receipt. (The application fee is nonrefundable)

一、
外國學生經入學大專校院退學者，不得再依「實踐大學外國學生入學辦法」申請入學。
i.
International students who drop out of or withdraw from university or college after admission may not thereafter apply again for admission under the SHIH CHIEN UNIVERSITY Recruitment Regulations for International Students Admission.
二、
報名大學部者須具有相當於中華民國高級中學授予之畢業證書，報名研究所者須有相當於中華民國大學校院授予之畢業證書。
ii.
Applicants for undergraduate programs should have certificates indicating that their received education is equivalent to that of R.O.C. senior high school graduates; applicants for graduate programs should have certificates indicating their received education is equivalent to that of R.O.C. college/university graduates.
三、
本校教學以中文為主，申請者必須具備中文聽說讀寫能力。(台北校區管理學院另有提供全英文授課之國際交流課程選修。)
iii.
Chinese is the dominant language for lecturing at SHIH CHIEN UNIVERSITY. Applicants must be capable of speaking, listening, reading and writing Chinese. (The College of Management on Taipei campus however, provides international interaction programs conducted in English.)
四、
本項招生係以「實踐大學外國學生入學辦法」辦理。
iv.
The admission of international students should comply with the SHIH CHIEN UNIVERSITY Recruitment Regulations for International Students Admission.
五、
申請本校之系所別，請依志願序填寫，並請依據申請系所數，準備相同份數之申請資料。
v.
Proposed for departments shall be filled out in the sequence of the applicant’s priority list. For application materials, the applicant should prepare separate copies for all the departments he/she applies to.
六、
如因表件不全、資格不符或逾期而延誤報名者，概由考生自行負責；報名繳交之報名資料、證件影本及報名費，一經繳交後，不得要求更改，並一概不予退還。
vi.
SHIH CHIEN UNIVERSITY is not responsible for late applications, incomplete materials, or insufficient proof of qualifications. No request for return or alteration of submitted application material’s, photocopies of certificates, or the application fee, will be honored.
 
一、
外國學生入學申請案，由本校教務單位受理，並就申請表件是否齊全進行初審。初審合格者，彙送各系所複審，必要時得通知申請人接受專業科目或中國語文能力測驗，其方式由各系所自訂。各系所複審通過名單，須經本校招生委員會議通過始得入學。
i.
The Academic Affairs Office collects and checks international students’ application materials. Departments will review the applications afterwards. If necessary, the department may require its applicants to take exams proving their ability in professional subjects or proficiency in Chinese. The department may make its own rules for those exams. The admission board reviews the applications that are accepted by the departments and makes the final admission decisions.
二、
各招生學系/所缺額得互相流用。
ii.
The student recruitment quota for each graduate institute/department is negotiable, if it is not fulfilled.

放榜時間：97年6月16日(星期一)。
i.
The admission outcome is to be announced on June 16th, 2008 (Monday)
二、
錄取名單除在本校L棟一樓教務處布告欄及本校招生網頁公告外，並以專函個別通知。(本校招生網頁為http://www.usc.edu.tw/recruit)
ii.
The admission outcome will be announced on the bulletin board of the Office of Academic Affairs (1st floor of L Building). Results will be mailed individually to the applicants as well. (Website for Admission: http://www.usc.edu.tw/recruit)
 
錄取報到時須繳交學歷證件正本(影本蓋校印無效)、護照，否則取消錄取資格；逾期未報到即以自願放棄入學資格論。 On reporting in, the admitted students shall submit their properly certified education certificates (photocopies with school seal or stamp on it will not be accepted) and passports. Otherwise, they will be disqualified. Students who fail to report in on time will be deemed to have voluntarily waived their admission.

◎從台北火車站到實踐大學
◎From Taipei Main Station to SHIH CHIEN UNIVERSITY
捷運─搭捷運淡水或北投線在圓山站下車，在捷運站對面中山足球場站牌搭208、21或紅2公車到北安路大直站下車。
MRT: take the Danshui line or the Beitou line, and get off at Yuanshan Station. Then, take Bus No. 208, 21 or Red 2 at the Chungshan Soccer Stadium Stop (中山足球場站) across from the MRT station to the stop on Bei-an Road.
公車─搭247、287號公車到北安路大直站下車。
Buses: take Bus No. 247 and 287 to Dazhi stop on Bei-an Road.

◎ From within Great Taipei Region
1. 行經新生高架道路至圓山靠右往大直方向，直行北安路，在大直街左轉即可達本校。
1. Take the Hsing-Shen Expressway, passing by Yuanshan and stay in the right lane until you get to Dazhi. Take Bai-An Road and turn left onto Dazhi Street—SHIH CHIEN UNIVERSITY is there.
2. 行經建國高架道路往中山高方向，轉接中山高北上路段，在「濱江街」出口下高速公路，紅綠燈左轉直走，第一個紅綠燈左轉大直橋，下大直橋直走即可至本校。
2. Take Jianguo Expressway, heading towards the Sun Yat-sen Freeway. Then, drive onto the freeway towards the north, take the ramp off at Bin-jiang Street to get off the freeway, and turn left at the first intersection onto Dazhi Bridge. i. Scholarship for Overseas Chinese and Foreign Students

1.申請資格：
(1)本校具正式學籍之僑外生。
(2)就讀本校滿一學年以上，前一學年之上、下學期學業成績總平均在七十五分(含)以上。
(3)操行成績前一學年度上、下學期均在八十分(含)以上。
(4)未受記過以上處分。
1.Who can apply:
(1)Overseas Chinese students and foreign students with formal SHIH CHIEN UNIVERSITY studentship status.
(2)Have been studying at SHIH CHIEN UNIVERSITY for one year or more, and average grades of both semesters in the previous academic year are at least 75% and up.
(3)Personal conduct records should be 80% or higher for both semesters in the previous academic year.
(4)Never received demerits or any severe punishment.
2.審查程序：
者於申請期限內檢具申請表、前一學年度之上、下學期成績單，交僑外生輔導單位審查。僑外生輔導單位依學業成績排定次序(註：如有學業成績相同者，依操行成績排定)。

Applicants should submit the completed application forms and the transcripts of the previous academic year to authorized personnel at office of Student Life and Supervision. The authorized personnel should arrange the application materials according to each applicant’s academic performance (should any of them share the same average academic grades, the arrangement sequence will be decided by their personal conduct records).
3.本項獎學金每次核給以每一學年度為準，同一受獎生受獎累計期限，以正常修業年限而定。

第 一 條
本辦法依教育部外國學生來臺就學辦法第五條規定訂定之。
Article 1
These Recruitment Regulations were made pursuant to Article 5 of the Regulations Regarding International Students Undertaking Studies in Taiwan by the Ministry of Education (henceforth referred as "the MOE").
第 二 條
本辦法所稱外國學生，係指不具國籍法第二條所稱中華民國國籍，且未具僑生身分者。但原具中華民國國籍，自內政部許可喪失國籍之日起未滿八年者，不得依本辦法申請入學高級中等以上學校。
依文化合作協議由外國政府、機構、學校、文教團體遴薦來本校就學之該國國民，得不受前項規定限制。
第一項但書所定八年之計算，以算至本校所定開學日期為準。
Article 2
An international student, as provided in this regulation, shall be confined to as an individual whose nationality is not from the Republic of China (henceforth referred as ROC), as described in Article 2, of the Nationality Act and also without overseas Chinese student status. Individuals with Republic of China nationality, having ceased to hold the nationality, are not qualified to apply for admission to a senior high school or college/university, if the period of the renunciation, of the nationality, is less than 8 years since the date, on which a revocation was issued from the Ministry of the Interior.
According to the Cultural Exchange Agreement, a foreign national who was selected by a foreign government, organization, school, or educational/cultural group to study in Taiwan, is not subject to the limitation as prescribed in the preceding paragraph. The eight year period as prescribed in the first paragraph shall be calculated from the date of when the semester begins as set by each individual school.
第 三 條
外國學生申請來臺就學，於完成申請就學學校學程後，除申請碩士班以上學程外，如繼續在本校就讀下一學程，其入學方式應與我國內一般學生相同。
Article 3
Upon completion of the course of study at SHIH CHIEN UNIVERSITY, to which an international student applied, the student's admission to higher academic levels at SHIH CHIEN UNIVERSITY shall be handled in a manner identical to the procedures of admission for local students, except an application for master's degree or higher level of graduate studies.
第 四 條
本校招收外國學生，其名額以本校當學年度招生名額外加百分之十為限，並應於每年十一月三十日前報教育部核定。
前項招生名額，不含未具正式學籍之外國學生。
Article 4
The number of positions allocated for international students at SHIH CHIEN UNIVERSITY should be no more than ten percent of the number of positions at that school for local students each year. SHIH CHIEN UNIVERSITY is responsible for reporting this information to the MOE for approval by November 30th of each year. The number of positions, as prescribed in the last paragraph, do not include students with a non-degree status.
第 五 條
本校為辦理外國學生入學申請相關事宜，依本校招生委員會組織章程之規定成立外國學生招生委員會。 招生簡章應詳列招生學系（所）、招生名額、申請資格、甄選方式及其他相關規定。
Article 5
Pursuant to the University’s Charter of Recruitment Committee, SHIH CHIEN UNIVERSITY should establish a committee for international student recruitment to proceed the international student admission work. The admission guide should outline the degree programs offered, number of positions available, qualifications and requirements, means of reviewing or screening and other related information.
第 六 條
外國學生申請入學本校，申請時間為每年二月一日至五月三十一日(逾期不予受理)。
申請時檢附下列文件向本校教務單位申請：
一、入學申請表一份、並附貼最近三個月內二吋半身照片。
二、經我國駐外使領館、代表處、辦事處或其他經外交部授權機構(以下簡稱駐外館處)驗證之外國學校最高學歷證明文件及成績單(中、英文以外之語言，應附中文或英文譯本)。 上述所定外國學校最高學歷證明文件，除海外臺灣學校所發者外，應依國外學歷查證認定作業要點規定辦理。
三、中文或英文留學計畫書一份。
四、經駐外館處驗證具備足夠在臺就學之財力證明書。
五、具結書一份。
六、護照或其他國籍證明文件影印本。
七、申請費新台幣壹仟元或美金伍拾元整(申請核准與否概不退還)。
Article 6
International students applying for admission to SHIH CHIEN UNIVERSITY shall submit their applications during February 1 and May 31 (delayed applications will not be accepted). Upon application, the following documents shall be submitted directly to the SHIH CHIEN UNIVERSITY Academic Affairs Office:
1. One copy of the completed application form, with an attached 2-inch passport-style photo taken within the latest three months.
2. Applicant’s highest degree certificate and transcripts of that program, which should be verified by the local ROC’s consulate, embassy or offices authorized by ROC’s Ministry of Foreign Affairs (all henceforth referred as the embassy). Certification and documents in languages other than Chinese and English shall be accompanied by a translation copy in each of these two languages. The recognition and verification of the documents prescribed in the preceding sub-paragraph should be proceeded in accordance of the foreign country’s relevant laws and regulations, unless the degree is conferred by a Taiwanese school.
3. A study plan, in either English or Chinese.
4. A finance statement verified by the embassy.
5. A signed declaration form.
6. Photo copy of the passport or other document of citizenship.
7. An application fee of NT$1000 or US$50.00.
第 七 條
外國學生已在臺完成學士以上學位，繼續申請入學碩士以上學程者，得檢具我國各校院畢業證書及歷年成績證明文件，依前條規定申請入學，不受前條第二款規定之限制。 外國學生在我國就讀外國僑民學校或我國高級中等學校附設之雙語部（班）畢業者，得持該等學校畢業證書及歷年成績證明文件，依前條規定申請入學，不受第三條及前條第二款規定之限制。
Article 7
The international student who has completed a bachelor's degree or higher degree in Taiwan and applies for a master program may be exempted from the regulations of the first paragraph, item 2, in the preceding article, provided that his or her graduation certificate and transcript of every semester issued from the institutions in Taiwan are attached to the application materials.
Foreign students who graduated from a school for foreign residents in Taiwan, or from a bilingual program affiliated to a local high school in Taiwan may apply for admission with his or her graduation certificate and transcript of every semester issued from the institutions in Taiwan, and therefore are exempted from the rules listed in Article 3 and Article 6, item 2.
第 八 條
外國學生入學申請，由教務單位受理，並就申請表件是否齊全進行初審。初審合格者，彙送各系所複審，必要時得通知申請人接受專業科目或中國語文能力測驗，其方式由各系所自訂。各系所複審通過名單，須經本校招生委員會議通過始得入學。
Article 8
The SHIH CHIEN UNIVERSITY Academic Affairs Office collects and checks application materials. Each department will review the applications afterwards. If necessary, the department may require its applicants to take exams proving their ability in professional subjects or proficiency in Chinese. The department may make its own rules for those exams. The admission board reviews the applications that are accepted by the departments and makes the final admission decisions.
第 九 條
每年十一月三十日前，將已註冊入學之外國學生，由教務單位列冊，載明姓名、 國籍、就讀年級、學系、所，並註明是否為臺灣獎學金或教育部補助各校院之外國學生獎學金受獎生資料，陳報教育部備查。
Article 9
SHIH CHIEN UNIVERSITY shall prepare a roster of admitted and registered foreign students, and shall submit it to the MOE for acknowledgement by November 30 th of each year. The roster shall include the student's name, nationality, class standing, field/department, or graduate school to which they belong. In addition, the roster should also identify the recipient of the Taiwan Scholarship and or other scholarships sponsored by the MOE.
第 十 條
外國學生不得申請就讀本校所辦理回流教育之進修學士班、碩士在職專班及其他僅於夜間、例假日授課之班別。但外國學生已在臺領有外僑居留證、永久居留證或其就讀之班別屬經教育部專案核准之國際性課程者，不在此限。
Article 10
International students may not apply for bachelor programs designed for returning education students, part-time, in-service courses of Master programs, or other programs, which are restricted to night classes and classes during holidays. Foreign students who have received an Alien Residence Certificate, Permanent Residence Permit, or are enrolled in an international program, which is ratified by the MOE are exempted from this Article.
第十一條
入學本校之外國學生到校時，已逾該學年第一學期三分之一課程者，當學年不得入學。但碩士班、博士班研究生經所屬系（所）主管同意者，得於第二學期註冊入學。
Article 11
An international student who has been admitted to a university or college and has arrived at the campus after more than one-third of the first semester has passed shall not be enrolled for that whole academic year. However, graduate and post-graduate students may enroll for the second semester of that academic year with the approval of the dean of their department or graduate school.
第十二條
外國學生因故暫時無法繼續學業者，得申請休學，其申請休、復學依本校相關規定辦理；申請入學後無法如期來臺就讀者，得向教務單位申請保留入學資格一年。
Article 12
International students who cannot continue the studies may apply to suspend the studies. The suspension and the return applications shall be proceeded pursuant to SHIH CHIEN UNIVERSITY’s regulations. Those who have applied to SHIH CHIEN UNIVERSITY programs and fail to arrive Taiwan for the studies may apply to delay the registration for one year.
第十三條
外國學生經入學大專校院退學者，不得再依本辦法申請入學。 外國學生轉學，比照本校一般生相關規定辦理。
Article 13
International students who drop out of or withdraw from university or college after admission may not thereafter apply again for admission under these Regulations. The transfer of an international student to other schools or universities shall be proceeded in accordance of SHIH CHIEN UNIVERSITY’s relevant regulations for local students.
第十四條
註冊入學之外國學生須繳交符合入學規定之身分學歷具結書，如有不實或不符規定或變造等情事，經查屬實者即取消入學資格，或註銷學籍，不發給畢業證書或任何有關之學分證明。
Article 14
Upon registering, the International student shall submit a declaration, stating that he or she has a qualified educational background. In the case where the qualification(s) are found to be falsified, violate the regulations, or are forged, the foreign student shall be disqualified for entry, or expelled. He or she shall not receive any certificate of graduation or any diploma.
第十五條
本校在不影響正常教學情況下，得與外國學校簽訂學術合作協議，招收外國交換學生，其辦法另訂之；並得準用外國學生入學規定，酌收外國人士為選讀生。
Article 15
Upon the condition that it will not interfere with their normal educational activities, SHIH CHIEN UNIVERSITY may sign agreements for academic cooperation with foreign schools. Regulations concerned should be made independently. Such agreements allows the schools to recruit and accept international students as exchange students or part-time, using the current foreign student enrollment procedures.
第十六條
本校因國際學術合作計畫或其他特殊需求需成立外國學生專班者，應報教育部核定。
Article 16
SHIH CHIEN UNIVERSITY may make proposals to establish a special program for international students based on an international academic cooperation program or to other special needs. SHIH CHIEN UNIVERSITY must file an application to the MOE for ratification.
第十七條
已註冊入學之外國學生擬申請教育部獎學金者，由本校依教育部頒訂之「外國學生獎學金作業要點」規定，受理申請及核發獎學金。
Article 17
Enrolled international students may apply for MOE’s scholarships. SHIH CHIEN UNIVERSITY take the applications and fund issuing pursuant to MOE’s Instructions on Procedure for Scholarships for International Students.
第十八條
外國學生入學申請及學籍管理由教務單位負責；生活之輔導、考核、聯繫、安排住宿家庭、輔導外國學生學習我國語文及文化等相關事宜，由學生事務處負責；學業之輔導、考核、聯繫等相關事項由其就讀系所負責。 外國學生應參加本校「年度僑（外）生輔導計畫」相關活動。
Article 18
SHIH CHIEN UNIVERSITY’s Office for Academic Affairs takes responsibility for international student admission and enrollment; the Office for Student Affairs should keep correspondence with international students and is in charge of providing international students with daily life consultation, life assessment, , home staying arrangement and assisting them with learning local languages and Taiwanese culture and other related matters. Program department should provide academic consultation, conduct academic assessment, keep academic contacts and relevant matters with international students. International students should participate in events held by SHIH CHIEN UNIVERSITY’s Annual Program for Overseas Chinese and International Students.
第十九條
外國學生經核准入學後，其學籍管理、學業輔導及生活考核，除適用本辦法之規定外，並依本校學則及有關法令規定辦理。 入學之外國學生，其應繳之費用，依本校收費相關標準辦理。
Article 19
The enrollment, academic consultation, and life assessment for registered international students should comply with these Regulations, other relevant SHIH CHIEN UNIVERSITY rules, and any related laws. Registered international students shall fulfill the payment duties pursuantto SHIH CHIEN UNIVERSITY’s rules.
第二十條
外國學生註冊時，新生應檢附已於國外投保自入境當日起至少四個月效期之醫療及傷害保險，在校生應檢附我國全民健康保險等相關保險證明文件。 前項國外之保險證明，應經駐外館處驗證。
Article 20
When registering, the international students should provide documents indicating his or her health and accident insurance policies obtained in other countries, and which be in effect for the minimum period of 4 months upon arriving Taiwan. International students who have already enrolled should provide documents of his or her insurance policies in Taiwan, such as Taiwan’s National Health Insurance. The foreign insurance statement documents should be verified by Taiwan’s embassy.
第二十一條
外國學生如有休、退學或變更、喪失學生身分等情事，本校應通報內政部警政署、外交部領事事務局及學校所在地之直轄市、縣（市）警察局，並副知教育部。
Article 21
Where an international student suspends or discontinues his or her schooling, or by any other reason that causes him or her to lose status as student, SHIH CHIEN UNIVERSITY must notify the National Police Agency of the Ministry of the Interior, Bureau of Consular Affairs of the Ministry of the Foreign Affairs, the police department of the local municipal government, and send copies of notification to the MOE.

本辦法經教務會議通過，陳報校長核定，並陳報教育部備查後施行，修正時亦同。
Article 22
These Regulations were passed by the Academic Affair Meeting and ratified by SHIH CHIEN UNIVERSITY President. They may be implemented when reported to the MOE. For amendment, the procedure is the same.
